NITI Aayog proposed that farmers should pay income tax. Economist Bibek Debroy pointed out that a country of 1.3 billion people has only 37 million income tax payers. Finance Minister Arun Jaitley had earlier ruled out taxing farmers, by telling parliament last month, “Income from agriculture will not be taxed.”
